英文摘要 | Tomaintainthechanceofkeepingtheaverageglobaltemperatureincreasebelow2°Candtolimitlong-termclimatechange,removingcarbondioxidefromtheatmosphere(CarbonDioxideRemoval,CDR)anddisposingofitinnon-atmosphericcarbonreservoirsisbecomingincreasinglynecessary.Informationonthesocialcostofcarbon,i.e.measuringthecostofemittingcarbonintotheatmosphere,isnotsufficientforassessingthesocialbenefitsofCDRbecausethesocialcostofnon-atmosphericcarbonreservoirsalsoneedstobetakenintoaccount.Thesocialcostofremovingcarbonintotheterrestrialbiosphere(e.g.,byafforestation)ortheocean(e.g.byspreadingolivineincoastalareas)arisesfromcarbon-cyclefeedbacksandsaturationeffects,implyinglowernetsocialbenefitsofCDRthansuggestedbythesaved(atmospheric)socialcostofcarbon.Thepresentproject,CDRecon,developsanewapproachtoanintegratedassessmentofCDRbycombiningdynamiceconomicmodelingwithearthsystemmodelingtoaddresstwoquestionsonNon-atmosphericSocialCostofCDR:1) Whatcarboncyclemodelsareappropriateforintegratedassessmentofthenet social benefitsofCDR?2) WhatisanappropriateschemeforassigningcarboncreditstoCDR?Neglectingnon-atmosphericsocialcostresultsininconsistentestimateswithregardtotheshareandtimingofCDRmeasuresinclimatepolicies.Butclimatepolicyisimperfectinrealityanyway.Non-globalcoverageandnon-cooperativebehaviorresultininternationalcarbonleakageandfree-riding.Incontrasttoabatementandcarboncaptureandstorage(CCS),CDRallowstheremovalofboth,diffuseandpastcarbonemissionfromtheatmosphere.Thus,CDRprovidesanumberofunexploredstrategicadvantagesindealingwithissuesrelatedtoimperfectclimatepolicies.Yet,ifappliedwithoutaccountingforthenon-atmosphericsocialcostofcarbon,itcouldalsoaddafurtherdimensionofimperfection.CDReconwilluseandfurtherdevelopmethodsofintegratedassessmentmodeling(IAM),sensitivityanalysis,forward-lookingcomputablegeneralequilibrium(CGE)models,differentialgameanalysis,and(stochastic)dynamicoptimizationtoaddresstwofurtherquestionsonOptimalandNon-optimalCDRinClimatePolicies:3) Howisglobally-coordinatedclimatepolicyaffectedbyCDR?4) Howisinternationalcarbonleakageandfree-ridingaffectedbyCDR?CDReconwillstudyboth,optimalandnon-optimalCDRapplication,thelatterarisingfromfocusingonlyontheatmosphericsocialcostandneglectingcarboncyclefeedbacks. |
