英文摘要 | The hydro-ecological safety (HES) of the basin is defined as the state of relations between the population, economy, ecosystems and water bodies, which allows economically efficient and ecologically safe nature and water use. Specific features of the water regime in the Selenga river basin form significant difficulties with water supply not only during the ice-covered period, but also during some periods of warm season. At the same time, the observed high floods endanger the population and economic objects. The basin under study is characterized by the contrast of natural processes, where recurrent droughts and attendant forest fires alternate with destructive short-term floods causing catastrophic floods. Such natural phenomena have a close connection with the processes of land degradation and desertification, on the one hand, and destructive floods, on the other hand, and can cause tangible damage to the Russian economy. Moreover, for this vast, relatively elevated area, the warming of the climate is especially pronounced. Thus, the region under consideration belongs to the territories with a high probability of catastrophic events of a number of dangerous natural processes and phenomena. On the other hand, the scientific substantiation of hydro-ecological safety is complicated by the insufficient hydrological study of the territory of the catchment area of the Selenga river and the exceptional diversity of natural conditions, for which the application of standard common normative approaches to hydrological calculations is ineffective. This project involves the zoning of the area under consideration under the conditions of flow formation and the development of unified regional (adapted to local features) methods for calculating the flow of rivers in the Selenga River basin, including unexplored and poorly studied, using remote sensing methods, and, in particular, the analysis of digital elevation models. A scenario analysis of the involvement of abandoned lands in the Selenga river basin based on agent-based spatial modeling of land use dynamics will be carried out to develop recommendations for regulating the water regime of the Selenga river basin in a transboundary territory. The final stage of the project will be the hydrological substantiation of flood protection and water resources management programmes and activities, which constitute the scientific basis for hydro-ecological safety. |
