Electric vehicles’ health and climate benefits in China and India

英文摘要Electric vehicles (EVs) are widely viewed as a promising solution for sustainable transport. However, making EVs a sustainable solution depends on a variety of factors, such as the cleanness of the electricity mix. Here we propose to focus on China and India, two major emerging markets, to understand the conditions under which EVs can provide co-benefits for air quality, health and climate change simultaneously. Both countries are major carbon emitters, highly-polluting regions, and fast-growing EV markets. In enabling the growth of EVs, China and India face critical challenges with curbing coal power plants, building new infrastructure, and shifting consumer preferences. To help develop solutions for these challenges, our goal is to quantitatively evaluate the relative importance of various country-specific factors, including industrial policies (e.g. subsidy and regulations) and institutional factors (e.g. power sector practices such as electricity pricing and dispatch decisions). Methodologically, we will design a series of present-day and future scenarios to represent these key factors, and utilize an integrated assessment modeling method that combines emissions analysis, air quality modeling, and health impact assessment. Our findings could inform policy making to unlock the air quality, health and climate co-benefits of EVs in China and India.
