Strategic planning for campus carbon neutrality "decarbonising heat at Dublin city university

英文摘要Dublin City University (DCU) launched its latest Strategic Plan in September 2017. Titled "Talent, Discovery and Transformation", it looks ahead to the next five years and outlines what will shape and drive the approach into the future whilst retaining the principles and values that continue to define DCU. The key themes of talent, discovery, creativity, society, technology and sustainability were identified as the framework for this approach and the major goals against which DCU will track its success. At the heart of the plan are nine strategic goals of which one specifically places sustainability at the core of the university ensuring that it plays a key role in all academic, research and operational activities. In terms of operations, the plan is to to establish ecological footprint metrics, set ambitious targets to reduce them and to continue the excellent works that have been carried out to date, but as an extension of the objective DCU plan to identify one of its campuses and seek to develop it as a carbon-neutral exemplar campus. This prioritization of sustainability as a key theme reflects not only a commitment to address a critical, global challenge but also the realization of the messages that DCU convey as an exemplar organization to both students and society. A DCU study carried out in 2018 critically examined this particular strategic goal and identified the optimal and preferred campus, set in motion an implementation program and put in place a progress timeline and transition plan to carbon-neutral status; a roadmap model to campus carbon neutrality and a model to replicate across the entire institution over time. It is the road-mapping methodology that DCU shall use to plan towards carbon neutrality. The initial paper outlining the Timeline Transition Progress Plan was presented at WEEC 2018 and this next paper in the series describes the second phase of the development in terms of defining the proposed method of decarbonizing heat; the trialing of a zero carbon low cost ground source heat pump installation on the All Hallows' Campus and the possibilities for replicating this low carbon solution across all DCU buildings and campuses in time.
