Human vs. Mosquito: Global Environmental Cooperation in the 20th Century

中文摘要Global warming and climate change pose an exceptional threat to modern civilisation and humanity in general. While we have the scientific data about the environmental processes and the technological know-how for coping with them, we still lack the international organisational mechanisms needed for implementing new policies on a global scale. How can we mobilise different - and sometimes even hostile - states to work together for a common environmental goal? This research will examine the global campaign against mosquitoes during the 20th century as an example for a relatively successful global environmental mobilisation. If we find out how different governments, NGOs and international organisations cooperated for the control and eradication of mosquitoes, this might serve us as a blueprint for contemporary global cooperation regarding climate change. Mosquitoes are the most dangerous animals to humans, as they transmit several lethal pathogens. With various species transmitting different diseases, altogether the transmission of disease by mosquitoes is a global phenomenon. Coping with mosquitoes and the pathogens they carry became therefore a global environmental and political issue. Existing research of mosquitoes, the pathogens they transmit and the attempts to control or even eradicate them tended to concentrate on specific regions, diseases, techniques or materials. This research examines multiple diseases, several species of mosquitoes and all the main approaches and techniques used to dealing with them, focusing on the international political co-operation exercised in fighting the mosquitoes. Its basic questions are who created these co-operations and how, what helped them function and what hindered them from working. Taking a realistic historical approach, the research assumes that political, social and economic decisions and processes have tangible effects which shape our reality, while leaving traces in records. The method of this project is primarily the analysis of relevant archival material, supported by secondary literature when needed. The expected outcome of this research is a general, concise history of the decision making, the governmental and international policies, the building and the maintaining of co-operations referring to fighting mosquitoes on the global level during the 20th century. A likely risk of the project is finding that 20th century global co-operations came to being either coincidentally; its possible gain would be finding evidence of successful global environmental cooperation - providing us with guidelines for creating such cooperation for coping with contemporary global environmental threats.
