On the Interactions between Domestic and International Policy and the Prospects for International Climate Cooperation | |

中文摘要 | Despite the success of the Paris Agreement, anthropogenic climate change remains one of humanity’s most pressing challenges. Like with previous agreements (e.g., the Kyoto Protocol), we observe little progress in climate change mitigation: in almost all countries, current greenhouse gas (GHG) emissions are above their agreed upon pledges and even complying with these pledges will not achieve the acknowledged policy goal of containing the increase of the average surface temperature below 2 °C compared to the pre-industrial levels. The main reasons are the public good characteristic of GHG emission reductions and the absence of a supranational authority that can enforce cooperation.Both the existing theoretical and experimental economic literature analyze international climate cooperation predominantly under the assumption that countries are assumed to behave as individual actors. In addition, the theoretical literature mostly applies a partial equilibrium framework in which countries’ domestic welfares only comprise of some benefits due to domestic GHG emissions and environmental damages depending on the global level of GHG emissions. Although the experimental literature usually finds more cooperation than predicted by theory, the overall conclusion is rather pessimistic regarding successful international environmental cooperation.In this project, we employ methods of non-cooperative game theory and experimental economics to contribute to the understanding of the obstacles and prospects of international climate cooperation in three important aspects:1. We develop a simple and parsimonious model framework that is able to incorporate more complex strategic interactions among countries. These additional strategic interactions may either enforce, mitigate or even outweigh the free-riding incentives of GHG emission abatement among countries. In addition, we expect that they are heterogeneously distributed among countries and, thus, render the possibilities for successful international cooperation strongly dependent on the set of cooperating countries.2. We explicitly account for the interactions between domestic and international climate policy. We will particularly focus on a hierarchical notion of policy making: the winner of a domestic political competition in each country is in charge of the country’s international policy.3. We complement our theoretical findings with lab-based and online experiments. In particular, we develop an experimental protocol that allows us to efficiently conduct multi-stage non-linear public goods games. We test our theoretical findings about heterogenous strategic interaction incentives in a hierarchical policy system by running strategic delegation public goods games with heterogenous interaction terms among players. |
