We have bans of using too much/wasteful watering. We need bans on backyard firepits (like neighbors that just burn paper and cardboard.)

Yes?

1. Your question wasn't even a question
2. Outdoor burning by individuals represents a fraction of a fraction of a percentage of air pollution
3. Burn permits already exist but only work in communities where Karen-types actively snitch on their neighbors

While perhaps backyard bonfires aren't necessary , claiming that they should be banned outright smacks of crusading against windmills while actual giants are roaming about in need of slaying.
If the wind blows the wrong way you might smoke out your immediate neighbour. My ex-FIL got a fine for doing a burn that included some chicken bones, and his neighbour got pissed off at the smell.

The exception of course is burning agricultural fields. That practice got banned in rich countries a couple decades back (I was a young kid when it ended in Canada). India suffers from it today though.

Pro fire pit tip: Solo Stove and Breeo make excellent pits that have double walls, so they draw air in from the bottom and it flows into the top of the fire at the lip of the barrel. This encourages a double burn that combusts most soot and smoke to the point that it's negligible from a smell and air quality perspective. I can sit next to my Solo Stove Bonfire for an hour and my shirt barely smells of smoke, and the plume doesn't chase you around the circle.
The usual thing I see is pile up twigs and garbage, light it up, walk off and do other stuff and ignore it.

Some people are responsible. Lots ... not so much.

Certainly in terms of regional air pollution it's miniscule.
